Job Description

Job Summary

The Construction Program Manager is responsible for managing the overall Rebuilding Together Fox Valley construction program. They will be responsible for resource and material assessment and utilization and the coordination of skilled trade people, skilled and general volunteers, and contractors. The Construction Program Manager will oversee projects from the initial home assessment through completion to assure quality, consistency, and cost effectiveness.

Responsibilities and Duties

Major Duties and Responsibilities:

  • Lead program management and development through implementation and maintenance of processes, procedures, workflows and timelines related to Rebuilding Together programs.
  • Oversee preview and home inspection using RTFV program selection criteria and guidelines to assess repairs or home modifications requested.
  • Assist the Executive Director in the project selection process and make recommendations regarding project suitability and funding sources.
  • Create work scopes and timelines for each approved project and determine the best approach for completion based on available funds and labor required.
  • Recruit volunteers to assist with applicable aspects of the job, appropriately managing time, talent and expenses, and engaging the Office Manager in volunteer coordination as needed.
  • Obtain bids for necessary skilled and contract work and assign work based on need, always engaging for potential in-kind work and materials.
  • Upon job completion, perform final inspection confirming work conforms to the identified work scope and any contractor requirements have been fulfilled.
  • Maintain copies of work scopes, receipts, volunteer and skilled hours, expenses, in-kind donations, close out forms and other relevant project file information.
  • Ensure project is completed on time and accurately with all appropriate documentation.
  • Investigate and resolve Homeowner and project complaints as needed.
  • Maintain accurate inventory of supplies and materials.
  • Create and maintain training manual and ensure safety practices and procedures are up to date, implemented and followed.
  • Ensure jobsite regulations are up to date, implemented and followed.
  • Serve as the Rebuilding Together Fox Valley representative on all job sites, providing opening remarks, project direction, and crisis management as needed.
  • Provide monthly reports to the ED re: status of projects, sources and all pertinent information on the work in progress and completed.
  • Identify, network and build relationships that foster additional volunteer resources, skilled volunteer resources, contractor support, corporation sponsorship support and funding sources, allowing continued implementation and growth of Rebuilding Together Fox Valley programs.
  • Actively participate in professional organizations that involve professional members of the building trades.
  • Participate in other program planning and improvement efforts as requested by Executive Director.

Qualifications and Skills

Required Education and Experience:

  • High school diploma required
  • 2 years residential construction or equivalent experience required
  • Project Management experience preferred
  • Contractor license not required but preferred
  • Experience in one or more of the following: building codes, remodeling issues, construction methods, OSHA regulations, and safe work practices
  • Proficient in Microsoft Word, Excel and Outlook

Physical Requirements: * Frequently (75%-100%) standing, walking, sitting, light lifting, light carrying, handling, speaking, hearing, seeing and typing

Occasionally (up to 30%) moderate lifting, moderate carrying, stooping, kneeling and reaching

Additional Information: This is a salaried position and is full time with the expectation of work on certain weekends, evenings, and particular times during the year that require additional hours beyond a 40 hour work week. Must have a valid driver’s license, reliable mode of transportation and meet state required auto insurance minimums. Travel is limited to the Fox Valley with the exception of occasional conference or training travel.
